If a PD has a SWAT team, the SWAT team needs constant exercise to maintain its efficiency.
How better to exercise the SWAT team, than to have it "serve" every search warrant.

Covering or removing surveillance cameras is prima facia evidence of abusive tactics and wrongdoing.
